Proposed double yellow lines that will address junction parking and pedestrian safety concerns in the following streets: Bayswater Road, Crofton Avenue, Court Road, Darnley Avenue, (part of) Filton Avenue, Filton Grove, (part of) Gloucester Road, Highbury Road, (part of) Keys Avenue, (part of) Muller Road, Oakley Road, (part of) Sandling Avenue, Wessex Avenue.
To seek local residents comments on the proposed parking restrictions, and to ensure that they meet the requirements of the local community.
The results of the consultation will be used to develop a final detailed design that will be used in the public advertisement of the proposals.
Over 600 consultation leaflets were delivered to residents in Horfield living on the streets between Muller Road and Wessex Avenue and to the streets in the immediate area around Wessex Avenue. The consultation was also available online on Consultation Finder.
Summary of results:
· 52 responses to the consultation were received by 18th August 2009.
· Of these, 17% said that they were opposed to all of the proposed restrictions and 83% either supported all of the restrictions, or provided comments on how the restrictions could be improved.
Summary of comments and action taken:
· A large number of respondents were concerned that as much parking space as possible should be retained. In response to this, we have now reduced the lengths of the restrictions at most junctions to the minimum required to give adequate visibility and allow the passage of emergency vehicles.
· Residents told us that some of the access lanes that we proposed to protect with double yellow lines are not used by vehicles. We have now removed the proposed double yellow lines at the access lanes on Parkstone Avenue and the southern section of Filton Grove.
· Limited waiting parking spaces (2 hour parking, Monday-Sat, 09:00-17:00) will be introduced outside of the shops on Muller Road to allow turnaround of parking for customers.
· Following information from respondents, a new length of double yellow lines has been included at the junction of Muller Road and Gloucester Road, where the left hand turn lane is often blocked by parked vehicles.
· A significant number of residents said that they would like a residents parking scheme (in most cases one which operates only on match days) to be introduced in the area. The Council is currently in the process of consulting on two pilot residents parking schemes in Kingsdown and Clifton Wood. Once these are implemented, then similar schemes will be considered for other areas of the city. However this will not be for some time so, in the meantime, parking restrictions are required to control parking in the area.
· Two respondents suggested that an additional length of double yellow lines should be introduced along one side of Filton Grove between number 49 and number 73. We wrote to the residents of this street to see if they supported this suggestion. The overwhelming response was to oppose this additional proposal, so this will not be incorporated into the scheme.
The next stage will be for the updated proposals to be publicly advertised through a statutory consultation process. This will involve a Notice being published in the local press and on lamp columns throughout the area. These will invite people to send any comments opposing or supporting the scheme to the Head of Legal services. Subject to the outcome of this statutory consultation, a report will then be prepared for the Director of City Development and the Executive Member for Transport, who will decide whether the scheme is implemented, modified or abandoned.
