Everyone needs help or equipment of some kind, but many people with physical and/or sensory impairments or other disabilities have additional needs for assistance, some of which are a result of disabling barriers. Independent living is about having choice and control over the help or equipment needed to go about our daily lives.

 [Closing 30 September 2010]

This draft of our Multi-agency Prevention Strategy for 2010 to 2012 aims to explain what is meant by prevention and early intervention; why we are taking this approach; what we are doing now and what we plan to do.

Prevention, early intervention and enablement help support people to remain in their homes for as long as possible, which avoids or reduces the use of costly institutional or long term care. Over the past decade, we have been making a strategic shift towards prevention.

In recent years there has been a marked upturn in the numbers of children born in the Borough We have already had to increase capacity during the last two years to meet the additional demand for places at reception year. This increased demand is projected to continue at least up to 2012 and probably beyond. The Local Authority has a core duty to ensure there are sufficient places to meet the needs of its children and families and therefore it is obliged to plan for the expansion of its school capacity.

The boroughs of Croydon, Kingston, Merton and Sutton are preparing a joint planning document for waste, called the South London Waste Plan. Last year, we asked residents and other interested parties to comment on potential sites for future waste management facilities and draft policies to guide their development. During that consultation, an additional eight sites were put forward by respondents as being worthy of consideration. The eight sites have been assessed using the site screening process applied at the previous consultation stage. All of them scored relatively poorly when compared with the shortlist of 28 potential sites identified in the previous consultation. This indicates that a number of obstacles have been identified which would constrain their development for waste management purposes.

Sutton Air Quality Management Area Order 2009

 [Closed on 29 January 2010]

The Council intends to make the the Sutton Air Quality Management Order 2009 and this will have two effects:

1 - Following a detailed review and assessment in 2008 it appears that we are unlikely to meet our target for air quality (the annual mean value for nitrogen dioxide) on three roads in the borough. These are Stanley Park Road, The Broadway Cheam and Ewell Road Cheam. The order will make each of these roads an air quality management area.

2 - The Beddington Lane industrial area will become an air quality management area. The council considers that the increasing number of waste management sites in the area represent significant potential sources of pollution in the area. By making an air quality management area order we will be able to strenghten the council's development control powers and the powers of the Environment Agency.

 [Closed on 4 January 2010]

Cutting red tape, not services, means there will be no Council tax rise in Sutton next year.

Sutton Council aims to provide quality services at the right price. But we all know times are tough and there is little room for manoeuvre. Income from planning and parking has been hit by the recession while demand for other services has increased. However, we are not going to ask local people for more money when we know they can least afford it.

Instead we are going to do more with less, cutting back on red tape and searching for greater efficiencies. As a result our draft budget for 2010/11 maintains our essential services and maintains our care for our most vulnerable residents.

The purpose of this consultation is to get your opinions on the single pupil count and the single funding formula that is being developed in the London Borough of Sutton.

Responses to this Consultation will be considered by the Early Years Consultative Group (EYCG) and the Formula Review Group at their meetings during the autumn term 2009 before a final decision is made.

Changes resulting from this consultation will be implemented from April 2010.

The council is seeking nominations of buildings or structures to add to the Local List of buildings of historical or architectural interest in the Borough. These are buildings which may not be of sufficient interest to warrant national statutory listing but it is still desirable for them to be recognised. Currently there are less than 40 locally listed buildings and structures. Examples include The Chilterns on Brighton Road, the Mock Tudor buildings on Cheam Broadway and a number of bridges in Beddington Park.

The London Borough of Sutton has been awarded 1.1 million pounds in capital funding in order to, by 2011, either build new, or completely or substantial replace, twenty two open access play environments, which will be primarily targeted at children aged eight to thirteen years old.

In order to involve children, young people and their families in this programme, we are currently planning a range of detailed consultation exercises around the borough. However, this is an opportunity for our stakeholders (such as friends of the parks groups, community and voluntary sector organisations and residents) to share their views on our proposals.

Sutton Council is committed to providing the right accommodation for local people in later life. From 22 April to 2 June 2009, the Council is seeking your views on a draft Planning Brief to guide future development of the Sheltered Housing Site in Cheam Village.

The council plans to redevelop the Sheltered Housing Site in Cheam Village – to include 1-36 Elizabeth House, Park Lane; 1-32 Mickleham Gardens; 1 to 12 Pond Hill Gardens; 1 to 3 Cheam Park Way; and 23, 25 and 27 Malden Road - so that it can meet the needs of older people and vulnerable adults in the community long into the future.

This consultation asks for your views on how the site can be developed in a way that fits in with the surrounding area and meets the needs of older people living there. Responses must be received no later than midnight on Tuesday 2 June 2009.

Sutton Council is working with the Town Centre Partnership to help make Sutton town centre an even more thriving place to shop, work and live. From 22 April to 2 June 2009 we are seeking your views the preferred options for the town centre’s long-term planning strategy. We are preparing an Area Action Plan, with ambitious proposals for future shopping, leisure facilities, additional homes and office space over the next 15 years. It includes plans to create a cultural ‘hub’ in a new Civic Quarter and for major development at Sutton Station. We have talked with residents, business and others over the last 18 months and used what we were told to help identify our preferred sites and proposals. The Preferred Options document sets out a vision and policy objectives for Sutton town centre, in the context of the emerging Core Planning Strategy. It includes proposals for sustainable built development, improving the public realm and sustainable transport. Distinct town centre quarters are proposed to guide the scale and character of future development. The Plan also identifies development opportunity sites to meet the long-term need for additional shops, employment, housing and other development. The document is accompanied by draft urban design guidelines and proposed changes to the adopted Unitary Development Plan (UDP) Proposals Map.

The London Borough of Sutton is a community leader, a provider of services, a major employer and a purchaser of goods and services. Equality of opportunity is at the heart of our vision "to build a community in which all can take part and all can take pride" and we use every opportunity we can to ensure that the needs and interests of all residents are met. Our aim is not just the prevention of discrimination but the promotion of diversity and equality.

The primary aim of this policy is to communicate values and principles. Rather than focus on staff roles, job descriptions or legal obligations the aim is to reinforce the principle that in most situations vulnerable adults have the same rights as everyone else.

This policy is designed to be a guide to issues surrounding sexuality and relationships for those working with vulnerable adults. It has not been designed to take the place of staff guidelines.
