	&lt;strong&gt;&lt;strong&gt;The North Sutton Sites Draft Planning Brief will provide guidance on the redevelopment of the gas holders, Zurich House, Centerlink House and Magnet Showrooms area to help transform it into an attractive town centre destination.&lt;/strong&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;strong&gt;&lt;strong&gt;Public Consultation on the draft Planning Brief open from 29 May to 31 July 2012&lt;/strong&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;
	We want your views on the plans that will shape the North Sutton Sites (including the gas holders, the Zurich House Building, Centrelink House, the Magnet showroom and a number of other smaller businesses). Please tell the council what you think during the consultation period.&lt;/p&gt;
&lt;p&gt;
	The draft brief sets out principles that will guide any future planning applications for the site, so understanding the views of residents at this early stage is vital. The plan includes details about the amount of development and the range of uses which will be allowed on the site. It also sets out the height of buildings permitted, the quality of architecture and the public open spaces and how people can get to the new facilities either by public transport, on foot or by car. 	The public sector continues to face its toughest ever financial challenge. Within ASSH we have been obliged to achieve a reduction in overall expenditure of over &amp;pound;10M per annum between 2012 and 2014.&amp;nbsp;&amp;nbsp; We have continued to look at ways to save money to ensure that those with the highest levels of need are protected and can continue to receive support.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;
	There has been a reduction in the number of residential placements that we commission and what we pay for them but we are still required to make further budget reductions. We want to continue to do this in the best possible way, taking into consideration the impact of our purchasing power within the local market and the Council&amp;rsquo;s interest in ensuring a good quality supply of care home provision in Sutton to meet its safeguarding requirements.&amp;nbsp;&lt;/p&gt;

	tackling alcohol misuse is coordinated and proportionate to locally evidenced need and the issues within our community.&lt;/p&gt;

	Evidence and data suggests that levels of risky drinking are on the rise nationally and in Sutton and this may indicate that a different approach may be needed in dealing with the issue.&lt;/p&gt;

			<description>[Closed on 11 January 2013]&lt;p&gt;A petition was received by the Council from the residents of Cavendish Road requesting additional/improved speed reduction measures to be implemented in Cavendish Road, as they consider that the existing traffic calming measures are ineffective in reducing the vehicular speeds.&amp;nbsp; Similar enquiries have been received from residents in Cedar Road.&lt;/p&gt;
&lt;p&gt;Cavendish Road and Cedar Road form part of the &lt;strong&gt;Sutton South 20mph Zone&lt;/strong&gt; that was implemented in 2007/08.&amp;nbsp; The zone is traffic-calmed using raised tables and speed cushions.&amp;nbsp; Cavendish Road and Cedar Road are also bus routes for the S1 and S3 routes respectively, which are used by large number of elderly residents of these roads.&lt;/p&gt;
&lt;p&gt;The Sutton South, Cheam and Belmont Local Committee, at the meeting on 11 October 2012, have agreed to undertake the necessary traffic study in Cavendish Road, Cedar Road&amp;nbsp;and the surrounding roads.&lt;/p&gt;

			<description>[Closed on 31 January 2013]&lt;p&gt;Community Care Grants and Crisis Loans are currently managed by the Department for Work and Pensions. There is a single phone number that people can ring to submit an application for a grant or loan.&lt;/p&gt;
&lt;p&gt;From 1 April, 2013, these grants and loans will be managed by local authorities. In Sutton, the London Borough of Sutton will manage the grants and loans for people living in the borough. Community Care Grants are currently awarded to people in receipt of benefits who are leaving an institution (such as prison or a care home) and moving in to social housing or private rented accommodation, families under exceptional pressure. It funds items such as beds and washing machines for those who otherwise could not afford to live independently in the community.&lt;/p&gt;
&lt;p&gt;Crisis Loans are currently awarded to people who have experienced a disaster &amp;ndash; such as a fire, and have lost their possessions. It might fund a new mattress and curtains for people who have no access to credit or other funding and need these essential items.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;What will Sutton&amp;rsquo;s process look like?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The London Borough of Sutton is proposing that the local scheme combines both community care grants and crisis loans. It will be based on a grant of up to &amp;pound;200 that does not need to be paid back and if people need more than &amp;pound;200 they can have a loan for the remaining amount, up to an additional &amp;pound;800 (so &amp;pound;1000 in total). People will be able to apply for a grant using a form on the website, over the telephone and, in exceptional circumstances, in person.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;What do we want your opinions on?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;This consultation exercise will assist the London Borough of Sutton in reaching the following decisions relating to Community Care Grants and Crisis Loans to be awarded 2013/14:&lt;/p&gt;
&lt;ul&gt;
	&lt;li&gt;
		What barriers, if any, do you think people will face as a result of the changes?&lt;/li&gt;
	&lt;li&gt;
		Are there any particular groups of people in Sutton that will be adversely effected as a result of the changes?&lt;/li&gt;
	&lt;li&gt;
		What more can we do, outside of this fund, to prevent people needing support from this fund?&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;What are the limits of the consultation? &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The consultation exercise focuses on the decisions we need to make for 2013/14. We plan to review the scheme after this time and assess how it could be run in the future. 	The council is currently consulting on its draft Sutton Transport Plan, which forms the Local Implementation Plan (LIP), a statutory document required under the Greater London Authority (GLA) Act 1999. As required by the GLA Act, the Plan sets out how the council proposes to implement the second Mayor&amp;#39;s Transport Strategy (MTS), the Mayor of London&amp;#39;s transport blueprint for London which was published in May 2010. The draft Plan covers the period 2011/12-2013/2014 and contains transport proposals that address locally important issues and contribute to the Mayor&amp;#39;s transport goals, challenges and outcomes. The Plan also sets out the council&amp;#39;s wider and longer term vision and proposals for improving transport in the borough.&lt;/p&gt;

A review of all directly provided care services is underway, which includes Oakleigh Care Centre. Oakleigh is the Council&amp;#39;s only remaining long term residential care service for people with dementia which also provides respite care for up to five people living in the community, and hosts a day care service which is provided by Housing 21/Dementia Voice. A residential care place at Oakleigh costs over &amp;pound;1,000 per week, compared to an average of &amp;pound;588 paid in the independent sector.&lt;/p&gt;

	Sutton Council is working with the Town Centre Partnership to help make Sutton town centre an even more thriving place to shop, work and live. From 22 April to 2 June 2009 we are seeking your views the preferred options for the town centre&amp;rsquo;s long-term planning strategy. We are preparing an Area Action Plan, with ambitious proposals for future shopping, leisure facilities, additional homes and office space over the next 15 years. It includes plans to create a cultural &amp;lsquo;hub&amp;rsquo; in a new Civic Quarter and for major development at Sutton Station. We have talked with residents, business and others over the last 18 months and used what we were told to help identify our preferred sites and proposals. The Preferred Options document sets out a vision and policy objectives for Sutton town centre, in the context of the emerging Core Planning Strategy. It includes proposals for sustainable built development, improving the public realm and sustainable transport. Distinct town centre quarters are proposed to guide the scale and character of future development. The Plan also identifies development opportunity sites to meet the long-term need for additional shops, employment, housing and other development. The document is accompanied by draft urban design guidelines and proposed changes to the adopted Unitary Development Plan (UDP) Proposals Map.&lt;/p&gt;

	A review of the heritage assets of Sutton Town Centre has highlighted the historic importance of the highway network at the crossroads of Cheam Road/ Carshalton Road and the High Street and the associated buildings and spaces. Accordingly a new Conservation Area is proposed in this area, along Sutton High Street, from the Station down to Trinity Town Square.&lt;/p&gt;
&lt;p&gt;
	This area has a fascinating history, starting as a rural community which grew rapidly during the Victorian era. By the mid 19&lt;sup&gt;th&lt;/sup&gt; Century, the High Street was a wealthy Victorian shopping parade and many of the original buildings can still be seen today. The buildings, particularly at upper storeys, are worthy of preservation and enhancement. Treasuring and enhancing the unique aspects of the area will help to create:&lt;/p&gt;
&lt;ul&gt;
	&lt;li&gt;
		A stronger local identity;&lt;/li&gt;
	&lt;li&gt;
		Support the regeneration and promotion of Sutton town centre;&lt;/li&gt;
	&lt;li&gt;
		Encourage visitors and shoppers; and&lt;/li&gt;
	&lt;li&gt;
		Support retailers and a vibrant town centre.&lt;/li&gt;

	Sutton is reviewing all its current polling districts and also the location of polling stations for use at both national and local elections. Local political parties, MPs and councillors are being consulted.&lt;/p&gt;
&lt;p&gt;
	Views are also invited from residents and any person or body who has expertise in accessing buildings by persons with any type of disability. The formal consultation period will run from Thursday 15 June until Friday 15 July 2011.&lt;/p&gt;
